Do you have to be the homeowner to be able to claim the DD cashbacks?

No but you need qualifying DDs to receive cashback. You don't have to claim it, it will be paid automatically for qualifying DDs.

I know Santander wouldn't allow business bills to go through the 123 account but what about allowing my parent's house bills?
you need to read the DD T&Cs of the payee - some require you to confirm that the account the payment is made from is in your name. Obviously your parents can't confirm that your current account is in their name, but generally there should not be no issue paying someone else's bill by DD from your account.

Does anyone reckon Santander will withdraw the 123 account in a year or so? once everyone who is going to has switched to the bank? and then rename it and reduce the interest.

Possibly but they would be cutting off their nose to spite their face. Most people have moved to them for the interest paid, myself included. If they decided to withdraw the account and its benefits there would be no one faster than myself who would move to another bank. It is easy to move bank accounts.

No point worrying about it as if they will do it, they will do it, having given us 60 days notice.
