I parked on a site in Headingley, Leeds which is used for customers of a bar, apartments and a sainsburys without displaying a ticket.
I was gone for no longer than 2 minutes and returned to my car with a 'parking charge notice'. Firstly I suspect because of my negligence i am due to pay?
However the only person I can suspect of issuing the fine was a man in a white van eating a sandwich in a disabled parking bay as there was nobody else around.
I suspect I have no grounds for appeal but can this work in my favour as I am 99% in must have been him although I have no photographing evidence.
Any advice as to how I can get around this would be greatly appreciated.

If you think you owe them all this money for 2 minutes parking, just pay them!
If you think this is unjust .... Then get in the right mindset and fight it!

I don't think that is any use at all however you can still win on particular legal grounds as opposed to other reasons as long as you follow the advice on the sticky thread at the top of this forum. They do seem to like sitting in their car or van waiting for people to fall into their trap, how nice!0

If you live in England or Wales then you should appeal against the charge.
Providing it is your car and not a company/lease or hire car the normal advice would be to wait for the postal notice to the keeper (NtK) to arrive before appealing as the registered keeper.

Firstly stop thinking of it as a fine, it is a speculative invoice, i.e. they demand money off you in an intimidating way and hope you will just pay up.

2 minutes is not long enough to check the contract so it's a winner for you0

As JD Parking are a small firm I would send the template appeal from the NEWBIES thread now (not wait for the letter they will send later). Then read 'How to win at POPLA' which is a link of example POPLA appeals in the NEWBIES thread, ready for the second stage where you will win as their charge isn't a genuine pre-estimate of LOSS.

If you were only gone for 2 mins then add a point to your appeal using the NEWBIE THREAD regarding contravention of the BPA code of conduct and Grace periods
13 GRACE PERIODS
13.1 Your approach to parking management must allow a driver who enters your car park but decides not to park, to leave the car park within a reasonable period without having their vehicle issued with a parking charge notice.
13.2 You should allow the driver a reasonable ‘grace period’ in which to decide if they are going to stay or go.
