How is that nasty if its the truth? Distemper is a chalk based product. You wet it - it comes off, there is very little adhesion to the wall. PVA will do nothing apart from provide a means to wet the distemper and when it dries it will not have sunk in but provide a really rather nice thin film sitting on the surface of something which isn't that well attached to the wall. Skim over that and down it all comes in due course. Although I didn't comment on your overboarding suggestion there is, IMHO, no merit whatsoever on boarding over a perfectly good piece of plaster just to skim over it again.
