OP, you have no right whatsoever to return a shirt that doesn't fit or the flooring you've changed your mind about ordering.
There is only a right of return when there is a fault with the product.
Some shops choose to give you more than your legal rights and make refunds in other cases. But they don't have to.
In this case, the shop will probably have no hope whatsoever of selling just 3 packs of flooring, especially as it was ordered in just for you. They could wait for years for someone to turn up who wants exactly that flooring to fit in their loo! I'm not at all surprised they haven't offered to refund out of goodwill; they will lose money if they do. And there is absolutely no legal requirement for them to do so.
Re handling charges - 'handling' doesn't mean physically handling! It means taking care of all the faff and bother of the transaction, arranging return, returning to stock, updating the computer system to show it's in stock, extra entries in their accounts to show that that sales money has actually been refunded back out, time to check the goods for damage and return to display/storage...etc etc etc.

Yes - I live in the real world where companies and banks rip consumers off day in day out left right and centre....everything is shrouded in mystery as to what consumers rights actually are.....Is that not the real world you were referring to??
If not - it seems pretty strange then that you would be on a forum dedicated to helping and advising consumers.
