Situation for a pensioner and council tax reduction?

Hi, a family friend is a bit confused about whether he can get a reduction on his council tax, he is retired and receiving a state pension and also an attendants allowance, roughly 12k in total a year for income.
He also has 18k in savings and pays the full council tax on his property every month. My question is can he get any sort of help or reduction on his council tax as a pensioner? will the 18k savings be used as a reason not to help him?

Age UK were a great help for me when trying to sort out my mums affairs, I think the savings cap was £16,000. She qualified for a reduction in council tax.
Each council is a little different so its best to contact them direct

If he is living on his own he should at least be able to claim the single occupancy discount.0

He became a pensioner after 2016 so he doesn't qualify for the savings part. He might be getting the guarantee credit part, I'm not sure how to check that for him, am trying to help him out.0
