PCN Lodge Parking LTD

Hi, The driver of a vehicle of which i am the registered keeper had received a PCN on 22/9/2018 at a Lodge Parking LTD car park. Of which had for many years been free of charge after 18:00 and had been used multiple times without issue. The PCN was issued at 20:00, less than 2 minutes after the driver had left the vehicle as the driver only had to run around the corner. The driver then faced the Parking Warden as he was applying his PCN. The PCN was then ignored.
On 23/10/2018, a letter was received from PCN Admin Centre stating the fee had now risen from £60 to £100 as it had been ignored. So some research was done and an appeal with the template found on MSE was sent. Of which was denied.
ON 3/12/2018, an almost identical letter was received. Though this time from ZZPS stating the unpaid PCN has been passed onto them to resolve. Now with a charge of £170 because of a £70 Administration Fee.
Now seeking advice as to where to go from here. Should the letters still continue to be ignored? What action should be taken?
Any help would be greatly appreciated.
Thank you.
