Shared ownership, complete by certain date or they will withdraw contracts

Hi,
We are in the process of a shared ownership purchase/lease.
The housing association are insisting we exchange on Fri 28th Sep and Complete on the 10th Oct. We are not given the choice of our own completion date.
Can they do this? If we disagree and they pull out before we exchange we lose £2k in costs so far.

Not so much a problem just timing, we would have to pay 3 weeks rent as well as mortgage/rent on the new place. But if we had a say we would like to exchange then complete 2 weeks later.
Plus it leaves us 3 days to read almost 100 pages of documents and sign without raising any queries or we will delay things and they might pull out.0
