Travel insurance cover

I am going to USA with a company called Trek America. At the moment ive booked my place on the trip but it doesn't get confirmed until there is at least 4 people booked on. (there is currently only 3 booked on). I've found a really good deal for a flight and would like to book it, would travel insurance cover the cost of the flight if the tour operator does not have enough people to go on the tour and they cancel or they move me to a different date that i cannot go to?? If some insurances do what would i be looking for when purchasing insurance????

I very much doubt any insurer would accept the risk as it is a completely unknown risk. The airline seat will still be available whether or not your tour proceeds but on a scheduled flight to the US the name normally cannot be changed, so it would be a total loss to the insurers. By all means, talk with an insurance broker, and talk to Trek America and ask them what the chances of it filling up are.0
