PCN from Civil Enforcement

Hi,
I have received a Parking Charge Notice from Civil Enforcement Ltd in the post today and am looking for some advice.
I have had read the newbies forum pages but still unsure of what to do..
The incident is dated 20.11.17 but PCN only issued on 08.02.18 and only mentions a car park on chichester road and not which one on that road. I can find nothing on the letter with POFA anywhere so am unsure if this is just a PCN or Notice To Keeper. It is for overstaying the maximum time allowed.
Any help in this matter would be appreciated.

a) everyone's incident is the same, and
b) sent the template appeal in that post just as it is.

Yes just submit the template. Come back and confirm if CEL cancel, or issue a POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
