POPLA code never received

Hello,
Hoping someone can help me out with some advice.
At the end of June our car was issued with a Penalty Notice by Indigo Park Solutions Ltd. At the time the car was parked in a station car park. The notice indicates that the car was “Not parked fully within a marked bay/designated area”. This was immediately appealed via the Indigo website and an email acknowledgement was received.
We then heard absolutely nothing, until a letter, dated 24 August, was received from ZZPS Ltd. We (probably foolishly) contacted ZZPS, and it was only through them that we found out that Indigo had rejected our appeal. Eventually ZZPS emailed a copy of a document from Indigo which had, according to Indigo, been sent via email on 21 July rejecting our appeal and providing us with a POPLA code. This document was never received by us, either via email or post. Obviously by the time we received it the code was no longer valid.
On 12 September we sent a recorded letter to Indigo, explaining the above and requesting a new POPLA code. No reply has been forthcoming.
We are however still getting the letters from ZZPS. I have responded to them, telling them that the “debt” is disputed and that they should refer it back to Indigo, and in the meantime to cease and desist from contacting us. They have ignored this, and told us that Indigo have not instructed them to refer that matter back to them!
Can someone give us an idea of where we stand? And, is there any point in complaining about ZZPS harassment to Trading Standards?

Ignore them all.
Come back if they try a claim, but they won't, because they've called it a penalty and are pretending it's not a contract matter, but a byelaws matter (which times out after 6 months!).Can someone give us an idea of where we stand? And, is there any point in complaining about ZZPS harassment to Trading Standards?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
