Confused about return

I recently sold something on eBay the buyer is saying it doesn't work and wants to return it, so I have accepted the return and sent the postage label, eBay states I shouldn't refund until it's returned which all seems fine to me.
However I've just logged into my PayPal account and the amount is on hold there and PayPal are asking me to deposit funds is this correct, and if I add funds will they refund the buyer, or wait for the item to be returned.

Your funds will be held until the return is settled. Did you withdraw the funds from your Paypal? If so, it will be in deficit until the return, as you have to refund you should ensure there are funds there available to refund the buyer.

Paypal won't refund, if it's an eBay case, your refund will be made when you say the item is returned or when tracking shows such and when/if the buyer escalates to eBay.

Yes I did withdraw the funds, so what you are saying makes sense, I'll go and add some funds, thanks you for your help

Seems the best option considering you've accepted the return and assuming it will come back.
