Can I open an S&S isa and a LISA in same tax year

As above... And aim to contribute 4k to the lisa at some point and remainder in s&s.
Similarly, can an innovative finance isa also be opened and contributed to within same tax year (and assuming haven't used up allowance, contribute to as well)?

Yes.
The 4 separate types of ISA - to which you can contribute independently in a tax year to an aggregate total of £20,000 of new subscriptions - are:
Cash ISA
S&S ISA
Lifetime ISA
IF ISA.0
