Following the shambles with the signage and the way YCC went about things, YCC have decided to refund - yes refund all fines.
But wait there's a catch, they have said that motorists that were fined will have to apply to them for their refund.

Good, it's about time, I got caught here, the signage was hopeless, very unclear and indicating there was no where to go other than a u-turn, which given the volume of traffic going over the bridge was not an option.
Shame really, we won't be going back to York in a rush!0 -

I certainly will! I paid under protest, was too busy with work to appeal, collect evidence etc and live too far away, but wrote to Council chief executive to express my concerns, never got acknowledged! My own view is they should automatically refund everyone, they have details, so no excuses really!0

Under the Audit Commission Act 1998, an elector can inspect the Council accounts. You can examine any income or expenditure by the Council.
What's more, if you consider that any income or expenditure to be unlawful you can raise an objection to the accounts which the District Auditor is bound to consider. If the District Auditor agrees your objection he may apply to the High Court for a declaration that the item is unlawful.
This is what happened in Hemel Hempstead, Newham and Richmond.
