Ebay - recorded delivery, buyer says not received but RM web says it was signed

Could really do with some advice please - I sold an item on ebay recently.
Before the buyer paid I got a message asking me to post recorded delivery, and to send them a new invoice with amended postal cost. I did as I was asked and sent new invoice, buyer then paid and sent me the following message:
"Hello! I cleared payment just now.
I hope that you don't forget to let me know the tracking number (ex: AU123456789GB).
I need the proof of postage for some personal reasons.
Thanks"
After posting recorded delivery I sent a message saying with barcode number and letting them know it been posted I also said -
"Obviously this is not a "tracking number"- you only get a tracking number with special delivery items. I posted it recorded delivery as requested, to my knowledge this means it is treated like any other post (ie not tracked) up until the point of delivery when a signature will be required.
Please let me know when you have received your item."
I then received a weird message saying "Thanks I already knows that it is not like tracking number. It is more like delivery confirmation.
Thank you very much.
By the way I can leave feedback 2 weeks later as I will be back two weeks later"
Today, I get a message saying "Hello! I did not receive my item yet.
I checked the tracking number and I think that the item was delivered to a wrong place"
Looking on Royal Mail's website it has been signed for (well squiggled for!) by someone with a different name.
Can I find it where it has been delivered to? What should I do - ask buyer to put in claim to royal mail or refund the buyer and put claim into royal mail myself?
The buyer shows as 100% positive feedback but looking at comments it seems they have a lot of not paids, lack of contacts etc but then also a lot of positive feedback.
Any thoughts?

It's entirely possible it was misdelivered - it does happen.
They asked you to send it recorded - ironically, you now have a record of it being delivered but the buyer doesn't have it (and to be honest I would be more inclined to believe him as a scammer would not win an INR claim if they had to push the issue).
Claiming from RM is onto a non-starter because the item is showing as delivered.
'Not paid' is irrelevant in this situation since the item has been paid for. 'Non-contact' - does it relate to buying or selling? - in any case this is largely irrelevant given they have been in contact. You do still have an obligation to deliver in this case despite any other issues they have elsewhere.
I guess it is up to you and it depends on how expensive the item was but I'd be more likely to agree than not."Well, it's election year, Bill, we'd rather people didn't exercise common sense..." - Jed Bartlet, The West Wing, season 4

They have sent the item and it has been signed for with online evidence. The seller will not have to refund if the online evidence is uploaded to paypal. What more can a seller do?

I've never refunded where the item shows delivered and Ebay/Paypal have always agreed.
This is one area where i think the onus is onto the buyer to chase royal mail. After all - THEY are accusing him of lying by saying its delivered.
If we start refunding when items show as delivered - we may aswell give up.0 -
would it be allowed to ask for some sample signatures, to be compared against the del slip?Long time away from MSE, been dealing real life stuff..
Sometimes seen lurking on the compers forum :-)0 -
Bit pointless isn't it, if they are scamming you they'll jst send a fake sample.0

Or get someone else in the house to sign for it.
Last time this happened to me - i stood my ground and we went too and fro for a week or two. As the surnames matched - i said i would start fraud procedings against Royal Mail and would need her to sign a few forms. Then suddenly she found out her husband had signed for it and not told her.
I was releived - as i didn't have any forms ;-)0 -
Whilst I have sympathy for a buyer I also do not agRee that a seller should just accept that because a signature doesn't look right they should automatically refund.
I use two completely different names and have accounts in both and often sign the wrong name for the wrong item, so for instance they send me an item to Mrs A Soolin and I'll sign for it as Miss B Avon . My husband and I have the same initials as well but our signatures do not match each other in any way.
By all means assist a buyer and see if RM can help, but don't refund.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
