Barclays reserve usage fee

Hi, I have an account with Barclays and am apparently on the reserve usage fee, which I can never remember agreeing to.
I have one direct debit which comes out of my account every month but wanted to change it over to a different account.
I rang Churchill and explained to them what I wanted to do and gave them the new card details and cancelled the direct debit, did this a couple of days before the payment was due to come out.
I then logged onto the online banking and cancelled to direct debit. At this point I wasnt overdrawn.
I then logged on a few days later and it showed that I was -£35, then received a statement a few days later showing that a 'reserve usage fee' off £22 had been charged to my account.
I have since put £40 in my account and its now showing I'm in credit. How can I stop this from coming out of my account?? Thinking of just closing the account!

You can close the account by all means, but only if you are not in debt to them with that account and have sufficient funds to settle the charges already advised.
As you appear to use another account anyway, perhaps best to close this one as soon as you can.

It sounds like you probably left the request to change accounts from which the DD should be collected from too late - the BACs file is submitted many days before the collection date; you say you tried to change the details just a couple of days beforehand..

Presumably Churchill haven't also taken the same amount from the new account, else you may have a claim. Otherwise, you should have ensured there were sufficient funds available. As there weren't, you were presumably charged the appropriate fees as per their tariff.

Edit: Actually re-reading the OP, it says you cancelled the DDI direct with your bank as well (online). If this was done correctly, the bank should not have paid the transaction so ask them to explain why they did.
Claim under the terms of the DD guarantee if necessary.
