Help needed please

I'm wondering if anyone can point me in the best direction with a Plevin case against Santander.

The original case was for PPI against two storecards (Debenhams and Kwikfit). Santander rejected the claim as I had made a claim on the insurance.
I then appealed to the Financial Ombudsman who upheld Santanders original decision.They quoted the same and that they felt that it was a good insurance.One thing that Santander said in their letter to the Ombudsman was that they were investigating the Plevin side of the case.This was 22nd September 2016.

Towards the middle of last year I decided to chase up this claim only to be told be Santander that the investigation was on hold and that the 56 days timescale did not apply to these cases.I just had to wait.I waited for another couple of months and tried again only to be told the same thing and that if I wasn't happy I should speak to the Ombudsman.I did contact them and they said that they would send Santander a letter asking them why it was taking so long.

I phoned Santander again at the beginning of the year and got the same and got the same answer.

I went on their FB site and asked what the expected timescale was for a claim and they gave me this link to their website that advises on timescales.

On their own timescale it says that they have 56 to resolve the complaint.

I have phoned them tonight about it and spoke to an adviser and they have told me that the answer she was given by a specialist was that it was on hold but that there was no reason for it to be on hold.It just was.
I was told that they are getting through the claims as fast as they can (Nearly two years must not be fast to them) but if I wanted I could raise a complaint the Ombudsman but if they found in Santanders favour I would have no means of appealing as the ombudsman had made the decision not Santander.

What is my next step and apologies for the rather long essay type rant

    The FCA has issued a consultation paper regarding regular premium PPI and that has put cases that fall into that area on hold.
    What is my next step

    What is the consultation for and how long will it usually take?

    3 months and then about a month before they publish the terms. Then about 3 months for firms to deal with the backlog.
