balance transfer from closed credit card

Hi, any advice welcome on this one;
I've had a closed barclaycard for sometime, and for a long time I was on a payment plan, at the end of 2017 barclaycard told me I could no longer be on a payment plan and needed to go on to paying minimum amount, which I have been doing, but obviously a lot of my monthly payment goes towards interest and not paying off the balance. Then to cut a very long story short I was offered a 0% balance transfer credit card from Lloyds, however at the time of application because I do not have an actual barclaycard anymore they said that I would need to activate the card and then do the transfer. It now seems that their policy is not to allow a balance transfer from a closed account and won't allow it.
Does anyone have any advice on who would offer a credit card, that would be able to provide a balance transfer from a closed account. It seems crazy that I have now been granted credit but can't use this to better pay off the outstanding debt through either a lower or 0% interest rate.

You can't do a balance transfer, so look for a money transfer option instead.0
