I can't see this is a silver bullet, so would NOT try IAS.
There are signs in the car park then; the PPC will show pics of them, and the IAS Assessor will swallow everything from the PPC because the IAS is NOT an independent appeals service in the accepted meaning of those words according to normal, fair-minded people.
Ignore them unless they issue a small claim, which is the stage where we see people win almost every time.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would not tell any newbie to try a waste of time IAS (only when it's PCM or if there is a silver bullet). The problem is it makes people think they are on the back foot when they lose.
People say it won't affect them and they know what they are doing and want to try, then they come back saying ''waaaah, I lost and they knocked down all my appeal points - NOW what's my next step or shall I pay?''
