can anyone explain just how much it costs to cell one of these numbers? i appreciate service providers dictate the answer but is it like a local call / national call ???

The answer is burried deep within BT's pricing information service, notably this page under "Local NTS". But note (a) that although most other fixed-line providers mirror BT charges, they don't have to, and (b) mobile providers have varying charges, only o2 included them within inclusive minutes with contracts extant before 1 May 2007. All the others will charge extra.0

Without going into too much detail, numbers beginning 084x (0844 & 0845) and 087x (0870 & 0871) are not charged at either local/national rates.
They haven't been charged at this rate for many years now. However, many telephone companies still like to state they are are either local or national rate despite the fact that they most likely charge more for calls to these numbers than their equivalent geographical numbers.
It's entirely possible that some government departments, surgeries, companies, etc using these numbers (more notably those using 087x) are gaining money from the call whilst you're calling them even whilst you're stuck in a queue.
They are, in most cases, excluded from inclusive price plans unlike geographical 01 or 02 numbers.
An 0845 from a BT landline costs 3p/min (daytime) for most customers. However, most other landline providers charge more than this.
For example, VirginMedia, the most expensive landline provider (that I know of), charge 5p/min (daytime) and a massive 10p/min (daytime) for calling an 0870.0 -
