    It's a very long story to post to a UK forum. Doubt anybody here knows much about california law.

    So just to be clear the property is in USA.

    That may be a factor in the advice given as clearly its far more expensive to go down a legal route there than here.

    Surely its better to just agree to disagree and fall in with the plans expensive as you they may be,but cheaper than causing contention between your neighbours

    This is a U.K. forum.
    It's quite possible the laws relating to these things are very different in the U.K.
    And the underlying legal propensity to sue, the costs, the possibility to take legal action, are again very different between US and U.K.
    Plus your post is far too long to read with almost certainiy far too much irrelevant detail.
