So I am looking at buying a blu-ray that only seems to be available in America. There's a couple of people selling it on ebay for £40 advertising it as region free, then there's others selling it for £15 region 1.
Is it wishful thinking for me to think the one's being advertised as region 1 are actually region free as well and the sellers just haven't realised? It's not something that would have been released more than once so I would have thought if one was region free then they all would be.

There's no such thing as a region 1 Blu-ray disc:

Indeed, if they say region 1 they have not realised it's not a dvd.
Just check on amazon.com (not the auto blurb, the description, amazon often give conflicting info because of the default assumed region nonsence but I have never been wrong going off the description!)0 -
It can also be worth doing a search on https://www.bluray.com for the title as much of the time their information on a release will include what regions it's been set to.
For example Deadpool 2 shows as region: A, B (locked) whilst Antman & the wasp shows region A (b, C untestest).0
