ESA Assessment. Taxi rules

Does anyone know if the ESA rules around this have been changed?

My friend has received an appointment for a reassessment for ESA.
She has many health issues both physical and Mental.
In the past she has phoned the assessment advisory service and they have given her permission to book a taxi in order to attend the assessment centre. She has then asked the assessor for a form to complete in order to claim the taxi fare back.
However, when she phoned about this latest assessment she was told she will have to get a Doctors letter before they will give permission for a taxi.
A letter from her GP will cost probably more than the taxi fares.
