Ebay purchase not arrived

About two weeks ago my OH purchased a new generator off a firm on Ebay for £400 - the firm were quoted as being 100% positive a few days later the said the goods were dispatched for delivery by"an other dispatcher" - what ever that meant for delivery last Tuesday to Thursday under a 48 hour service.
She paid using Paypal paid by credit card.
The goods have not arrived despite sending two emails via Ebay as the only way to contact them she has had no reply.
What should she do now?
How can she report this and to who to get her money back or goods?

Have they not uploaded tracking? If they have check what that says. I think more likely you need to do above and report it as undelivered. If there is no tracking online or this does not show delivery then you will get a full refund0

Go to your purchase history.
Select the item and click the MORE ACTIONS.
Select I DID NOT RECEIVE IT.
Fill out the boxes.
Do not close the dispute. If you have no refund in 8 days escalate the case to Ebay.0 -
There was no way offered to track it
The tracking is for them, not for you. If they cannot prove delivery, they need to refund.
Log into eBay, click on purchase history, find the item, then it should say 'more actions, then 'I did not receive my item'. You can then open a dispute for item not received.
You then have to allow for the seller to respond, then eventually you will get a refund.Should've = Should HAVE (not 'of')

contact either paypal or your credit card, they both should be able to refund the purchase!0
