Some companies charged to install E7 meters, others(most?) didn't.
If companies were not allowed to charge for an E7 meter, some extreme 'money savers' would have an E7 tariff during the winter when they used storage heating, and want a non E7 tariff* during the summer.
* some companies allow a 'normal 24/7' tariff even with an E7 meter.
With the pressure on companies to install smart meters, I doubt if they would install an E7 meter: but just ask!0 -

Can anyone please confirm whether energy companies are supposed to charge for the installation of economy 7 meters and whether it is still possible to get a traditional economy 7 meter as opposed to a smartmeter?
Do you mean changing the meter from say a single rate one? (as opposed to a new build requiring a new meter)
If so, then if you stick to the Big 6 you won't go far wrongSome suppliers will change your meter for free
If you're struggling to find a supplier that will let you switch to a single-rate deal with your Economy 7 meter, you can try getting it changed – most big suppliers will do it for free, including all of the big six providers (British Gas, EDF, E.on, Npower, Scottish Power and SSE).
Smart meters are not compulsory.0
