PIP is separate from UC. Housing element is part of UC but is limited to the Local Housing Allowance or similar - and only in regards to rented properties.

Your friend should try one of the benefits checkers or go to a local benefits charity for advice.

No real advice here unless the specifics are known.
Unlike some here, I am not omniscient. If I am wrong correct me. I won't take offence.

    He gets social housing.

So if he gets PIP can he not claim UC as well on the element of PIP?

PIP and UC are completely separate. If they are on a low income and do not have more than £16000 of savings they can claim UC. The PIP is ignored when working out entitlement to UC. If applying for UC get a Fit Note from GP to support the claim.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.
