Mobile roaming charges within the EU have already been capped from 15 June 2017 such that calls made while roaming within EU member states and territories must cost no more than calling any domestic landline or mobile number in your home country while located in your home country. For most people this means these are now inclusive in allowances.
New measures from 15 May 2019
In the Summer of 2018 the EU announced further plans to cap the cost of landline and mobile calls and texts to EU member states and territories when calling or sending from your home country. The rate agreed was set at 19 euro cents per minute (including any connection fees) plus VAT. The rate for SMS was set at 6 euro cents per message. These caps are due to take effect on 15th May 2019.

Sky and Vodafone seem to have recently reduced call costs to all EU countries. Which other providers have made similar changes?

Three hasn't updated rates on their Calling and texting abroad from the UK page yet. It is still showing rates of £1.25/min for Pay Monthly customers to call landlines and mobiles of EU countries. Their terms and conditions documents are showing the same (above cap) prices:

- Price Guide for our PAYG was updated 1 April 2019
