    As a start dig out those bills from about 12 months ago and give us the readings and tariff details.

    Inspecting the meter for the up-to-date reading isn't the same as testing it for a fault. Have they done that?
    Have you tried turning absolutely everything off then seeing what the meter is doing.
    Start by taking daily readings so you can get a clear picture of what is happening at the moment.

    Can you speak to the owner of next door again and find out if they have any details on the ex-tenants every usage?

    Or at least what supplier they were with?

    If they were such people, there are possibly final demand style bills etc from an energy company, and that might give you an idea of how much electricity they have been using.

    Speak to NPower (or can you get someone else to?) to formally revoke authorisation to charge your pension, repeat you never authorised it in the first place, then follow this up with a letter.

    You could also suggest in this you believe electricity is being stolen, or that the meter was faulty, as you’re now not using anything like the amount they claimed you were.

    OP, you really sound as though you need some help - can you contact Age Concern to see if they have an advisor who might be able to help you get through this muddle. If they can't help you themselves they might be in a position to arrange for a social worker to give you some assistance.

    Double check what tarriff you are on. If you have not changed tarriff for a while it is possible that you are on the standard variable rate which will be hugely more expensive than you need to be paying.
