I have received a PCN from Civil Enforcement Ltd for parking somewhere for over 24 hours. I want to appeal this as it's incorrect. I was not the driver. I have received this PCN as the keeper and they don't put tickets on the car. So the fact that I have been notified a month after the offence means I can appeal via POPLA as this PCN should have been sent within 14 days ?

I am trying to appeal on line but when I put in details of PCN number, car reg, post code, I get a message saying invalid details. Should I just contact them and ask them why ? I don't want to appeal by posting a letter which is the other option.

    Yes that would be one point, if you were not driving and if there was no windscreen PCN at all.

    Was this the first letter?

    Or is it marked as a reminder?

    Is it a company or lease car, as the deadlines for PCN service are different for them as you will have already seen when reading the NEWBIES thread.

    If you are trying to do the first appeal to CEL online (using the forum template of course!) maybe you need to not put a gap in the VRN or use capitals for the letters, or something as simple as that.

    [FONT=Times New Roman, serif]Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Yes it was first letter and not reminder.
    No I was not driver and they say on PCN that they do not give tickets. I guess it's all done via car registration cameras.
    It's my own car.

    I tried appeal on website using my phone and got in so yes I must have typed something incorrectly on my pc. Now to put together the first appeal template using the Newbies thread.

    Hi Just a quick update to say that PCN has been cancelled after I made first appeal.

    I am not convinced that this was a legitimate parking fine. Is it possible that incorrect fines are randomly sent out in the hope that they are paid by people who just aren't sure if they are valid or not ? This industry needs to be better regulated. People are being scammed.

    You need to make those points to your MP, as suggested by The Deep. They are the people who can change things, and at the moment they will be looking for all the support they can get.
