Cement mixer lorry cleaning on the road

So whilst I was out this morning on my jog a mixing lorry cleaned their tyres it seems and maybe something at the back. All recorded by a neighbour with the number plate.
I'm not too fussed about it cause it is on the road, but my concern is that there is a lot of crap left over and there's a chance that it blocks the drain on our road, which has been blocked before.
I don't know what I'd do with the waste if I were to try and brush it up.
What do you suggest?
