Possible data breach? Letter before Claim - BW Legal/Premier Solicitors re: Total Parking Solutions

Hi,
I would really appreciate any help on this issue. I, as registered keeper, received a letter before claim regarding two TPS tickets for a college car park in which my hard working partner has a paid annual permit, but looks like it wasn't displayed on these two occasions(one photo showed a pile of paperwork on dashboard which I guess could have included the permit on it, but the photos aren't clear). Parking incidents were on 8/2014 and 11/2015.
At the time all letters were ignored. I received a letter before claim from Premier Solicitors on 12 July 2016, so at this stage sent a letter to them, of which I have proof of posting, asking for all data held on me in which to dispute the claim. I never received anything back from them and didn't hear anything about it.
However, recently received first and second letter and now letter of claim from BW Legal(this is dated 13 June 2019). I wrote to TPS asking for SAR, but also sent a letter to BW Legal and email asking them to respond to the fact that Premier Solicitors did not respond to my request for data which I believe contradicts the Data Privacy Act of the time and thus as a result to remove all data from myself and from clients database within the next 14 days(I wrote this on 20 June). Do you think this will hold up at all? If they ignore it can I argue this case, or if not is there any other way I can fight this or do you suggest paying?
I sent a SAR to TPS and received copies of photos taken of car and signage. I feel angry that my partner paid for a permit for their place of work and that I'm being pursued for tickets for non display of this permit.

Premier solicitors are not one we see often here.
One imagines that they found themselves in this murky industry where angels fear to thread. They offer a low fixed fee which probably attracted TPS in the first place
Nothing happened so TPS went to BWLegal who do dip their toes in the scam industry .... not very well though.
The point now is that your partner has paid for permits and he should talk to whoever he paid, to instruct TPS to cancel
For a while now, BWLegal have been adding fake charges on top of the parking charge. Recently a District Judge kicked out a BWLegal case claiming ABUSE OF PROCESS for the fake add-on.
Read about this here and if BWL add on any fake charge and it goes to court, make sure the judge is aware
