Civil Enforcement limited parking fines, advice and help needed

So a friend of mine works in a hospital and has a staff permit for the carpark. A couple of times now a parking ticket has been issued on windscreen and letter by post stating permit not displayed when it clearly is and also not parking is designated staff spaces (they parked in a another bay as all staff spaces were taken) the fine was ignored and now a letter has been recieved from QDR solicitors stating it will be taken to court of the fines are not paid. Can this still be appealed?

no , too late to appeal it , should have been either 26 days after the windscreen ticket or wait for the postal NTK and appeal it within 28 days
a complaint should be made to the HR dept at the hospital trust, citing the guidelines, getting it cancelled at source

Also advise her to complain to her MP, they are I the process of drafting codes of practice, etc., which will make life very difficult for these scammers.
On 15th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. wkYou never know how far you can go until you go too far.0 -

Read the NHS Car Parking Principles to see that the NHS Trust is liable and what is and is not allowed (clue: CEL's business model is not allowed). The Govt policy is clear.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
