House rent Agency Charged me for Refund

Hello Everyone.
One month ago my agency has changed its bank account (sort and number). They sent me an email to notify me these changes. At the moment of the payment of my month bill my internet banking had still got the old bank account saved so my payment went to the old and wrong bank account.
I called my bank immediately, they told me that since the moment is a FPO they can not do anything but they just call their bank to show that there was a mistake. I called my agency and they told me that they will charge me 20% of the refund to have my money back.
It looks like a ransom.
(Apparently the old bank account it is already close).
Since the moment that i have paid also the rent in the new one (i ve done the payment twice basically) i do jot understand why they have to charge me. Is it possible that they are in the condition to have this attitude even if are not their money ?
It was my mistake but i should have some right because are actually my money.
I do not seriously know behind any kind of laws they are in charge to charge me of this 20% fee.

How can i protect my rights ?
My bank told me that since the moment their bank can not have confirm from them their bank can not take the money from their bank account. It makes sense. But why do i have to fight to have entirely a refund ?

Thank you so much for anyone who can help me. I am not english so sometimes i do not understand this kind of situations.

    Firstly, make sure that they really have changed their bank details and it is not a scam (ring them - don't email them)

    I'm confused by how your agency can have the first payment to deduct the 20% from if it's closed and no longer their account?

    What does it say on your tenancy agreement?


    * about rent payment (when, where, how)?


    * about formal notices to you?


    Unless your tenancy agreement specifically states they can use email for formal notices, then they should have written (a letter) to you at your address.


    Even if email is acceptable, how much notice was there between you receiving the email and the date the payment left your account?

    If the agency has the money which you sent to the old account, can't you just let them keep it for the next rent payment rather than argue about the 20%?

    When Businesses switch banking there is automatic forwarding to the new account for a period of time.

    So they already have your money.
    If they didnt have it they couldn't offer to return it.
    If forwarding was not set the payment would have bounced.

    So they definitely have your money, just tell them to retain it for next months rent and adjust your future payments accordingly.

    Either tell them to retain it for next month, or to return it; as at present they are committing an offence against the Theft Act
