Foghorn Noise when using hot water

Hi
Please can i get some advice.
When i switch the hot water tap on from upstairs or downstairs in my house there is a loud foghorn noise and i have checked in the loft and it seems to be coming from the cold water tank. When i lift the ball valve to stop the water coming in the noise stops immediately or it stops if i switch the stop tap off completely. The noise when i switch the tap on will last for around a minute and then stop.
What could be the cause and what type of ball valve is needed for the cold water tank, would it be part 1 or part 2?

you can just replace the diaphragm washer in the cold tank ball valve for a couple of quid or replace the whole valve for not much more:
