Letter before action for electrician?

In April we had our house rewired (purchased Sep 2017). The electrician informed us it was all tested and we would get the certificate via email in a few days/ weeks.
We haven't had it.
I've chased him numerous times by phone and email. Should I now send a letter before action? We've paid for something he has not provided and we will need when we sell the house.

Before you do a letter before action check if the electricain is regsitered and (if they are) you can complain to their governing body and they can help ensure compliance

Thanks, he was definitely registered (checked that before appointing him) but hadn't considered going through the regulator to get compliance - despite currently doing it for our HETAS engineer (not having much luck with tradesmen!).
