Please be aware, that my PM inbox is full to bursting. This is because I keep everything, I am a hoarder, I am a bit silly but I don't want to just delete other PMs so that I have room to send a reply to your PM.
My PM box is now at 100% so anyone who tries now will not be able to get through.
I would reply to you in PM ...if I could.... obviously I can if I delete stuff but I don't want to do that right now.... You may get a PM reply from me on the weekend but I'm not promising.

I am guessing this is a jobcentre advisor, not a work capability medical assessment health care practitioner.
You should read the ESA descriptors in the leaflet ESA214.
Paragraph A starts with "In particular"
That would be a change to your routine, normally you are not waiting for anyone, but on this week you had to wait for an unknown time for someone to come...however I would say that was not a "minor change" that was a fairly big change. You see the descriptor is talking about how minor changes affect you?
minor unplanned change gets 6 points
minor planned change gets 9 points
The 15 point category would have to include minor changes, if you can cope with minor changes then you do not fit the 15 point category.
Para B starts with "Also things like"
This one seems to fit the 9 point category, you would find it distressing if tomorrow you were not going to be allowed or able to do it the way you always do it. So I think that fits the descriptor.
Para C starts with "She also"
I would not rely on her advice, and I would seek the help of a mental health advice shop like MIND or the C.A.B. or Welfare rights, but wherever you go they may not know everything.

(a) Cannot cope with any change to the extent that day to day life cannot be managed. 15 points
(b) Cannot cope with minor planned change (such as a pre-arranged change to the routine time scheduled for a lunch break), to the extent that overall day to day life is made significantly more difficult. 9 points
(c) Cannot cope with minor unplanned change (such as the timing of an appointment on the day it is due to occur), to the extent that overall, day to day life is made significantly more difficult. 6 points
(d) None of the above apply. 0 points
