Solicitor forgot to claim HTB bonus

Please can anyone advise?
Closed the HTB ISA on 24/08/2017. Dropped closing statment into solicitors office on 29/08/2017. Contracts exchanged on 04/09/2017 and completed on 11/09/2017.
My solicitor was on annual leave from 07/09/2017 so the completion was dealt with by a colleague. I have called this morning with a number of queries including asking when I could expect to receive my HTB bonus.
Just had an email, stating that there only record of the HTB claim is a telephone note, an as they didn't recieve the paperwork before completion they couldn't garuntee the claim would succeed. Their fee for proceeding with the claim would be £150 + VAT.
The only evidence I have that I did drop this in is a letter returning the 'original bank statements', but this is not specifically referred to as a HTB closing statement.
I have repsoended expressing my disappointment, and highlighting that thier fees should be capped at £50 + VAT. how do I now escalate this further? this is not an insignificant sum of money!
