17 year old car insurance

I have a chicken and egg problem, I want to buy a car and insure it for an 18year old and a 17year old to drive, both are learner drivers and will do less that 1000 miles an year.
In the last week i have attempted 6 number plates, along with the value etc on price comparision sites and have now been black listed, IE NO one will give me a quote or any quotes given are 5k or above!
Does any one know of a list of group 1 or 2 (second hand / used vehicles) or a web site like AutoTrader when I can search on insurance group and NOT car type. Most insurance companies I have called are now ONLY quoting on number plate and as i said having checked on the cost on 6 different number plates im now black listed.
All i want to do is buy a car that will not cost an arm and a leg to insure!
My last good quote, if you can call it that was for £2700 to insure for two learner drivers to drive under 1000 miles a year for a (group 1) ten year o9ld car valued at 800 with a £750 excess! I live 20miles from Ashford, in kent, which has 20-30% uninsured drivers under the age of 25, 1m down the road IE just outside the ashford post codes the insurance would have been £1300 and if i registered the car in sevenoaks at my parents live it would have cost me £900 to insure!
I don't have the CAR i want to know what to buy but can no longer get insurance quotes!

You might find that increasing the annual mileage reduces the premium. /tip0

No 2500 miles were £3200 and 5000 miles was £4600. I started on the 5000 miles as i had no idea how far they would drive.0

I am 17 soon and i got a quote yesterday for my classic mini.
It was based on having my full licence for one day and 3000 miles a year but i can change that without much charge.
I got a quote for a 998(1l) and 1275(1.3l) and both were the same but the bigger had £50 more on excess which was £300-£350.
I live in a area which has the best rating for a postcode and a garage.
Quote was £486 tpft and £816 fully comp:j0 -

My daughters 18year old boy friend is paying £3400 fully comp with 750 excess for a 10year old clasic 998mini. The mini is stored in a garage, 3000miles. Again Ashford rip off springs to mind!0 -
17yo 1991 1.1 ford fiesta male upto 6000 miles = £1500
Tips
- Look at DirectLine, been good for my friends and I for first insurers
- Any higher than 1.2 is urgh
- http://www.parkers.co.uk/insurance/ look here for insurance groups. Any higher than a 6 will have a big impact
2 learners, both 17 and 18, for £2700 is good.0 -
