I can only find that offer on the Powergen website as well.

            Saying it's a con is a bit harsh. Nowhere does it say they're free, and £3 for 2 energy saving bulbs is a bargain. Not as good as free admittedly, but better than in the shops!0

            Last ones I bought from Morrison's were £2.99 for a twin pack of 11W (60W equivalent). Might be worth a look if there's a Morrison's near you...
Mind you if you are a Powergen customer, silvertoes' 4 freebies are cheaper!
