PayPal refund Disupte

Hi...long story short -
Bought 2 Wii Fit units from an online site belonging to someone I 'knew' from a gaming forum. Items didnt turn up so on pursuit the seller claimed they had been returned to him and that he will issue a full refund (have proof of this). Refund still not materialised.
I paid him via PayPal so I raised a INR dispute, which PayPal awarded in my favour.But they are still having trouble getting the funds from the seller as he has more than likely drained his PayPal account. They are now saying that they do not guarantee refunds but will try to recover funds by limiting his account etc etc. THing is seller is a thief and will have already got round this
TOp it off his online shop has disappreared after I quizzed him as to why site displayed the WebSafe logo when he was not actually registered for.
Been ongoing since August.
Any advice on what my rights are? I have contacted my Bank and Visa Debit as PayPal are proving worthless. Besides actually going to pay seller a visit (which will get messy for him!) I can see no other option.

Some banks can do visa chargebacks... but the banks themselves are not very knowledgable about it!
Try googling your bank and ' VISA chargeback'My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
