ING offered then declined

Im new to forums so please accept my apologies if ive entered post in wrong area.

I received my formal mortgage offer from ING direct dated 20/06/08 valid for
6 months. Everything was running smoothly.
However on 23/06/08 i had a phone call to say it was declined.
What i dont understand is can ING formally make the offer and send the
contract and then decline.
Any ideas would be appreciated .

Must have been something they discovered about you at the last moment that gave them cold feet. Did you ask them why you have been declined?

apparantly my outgoings were 45% of my monthly income, which i presume
must include my previous mortgage repayments. This seems a very small figure. Proof of income was provided and accepted so i dont see how this could change things. Because of this Ing say i dont meet their criteria.

Well what you really need to be doing is finding an alternative lender - ING obviously aren't going to lend to you (it's unusual that they offered then pulled but they're entitled to do so).
