I may being technically stupid here but cant who ever is making the decision to ban someone who is being abusive find the orinigal internet access point? I mean the thing that idenifies people who illegal download etc, isnt there a idenfication number or something similiar thats personnal to each of our internet connections.

Surely that would stop anyone using a ae.
