Creditors failed to reply to CCA requests - need advice

Hi all
Right I submitted a request, inc the stautory £1 fee, for a copy of my original signed credit agreement to each of my creditors, under the Consumer Credit Act 1974 (CCA 1974).
Under the CCA 1974, and the [FONT="]Consumer Credit (Prescribed Periods for Giving Information) Regulations 1983 (SI 1983/1569) a creditor has 12 working days plus 1 calendar month to send a copy of the original agreement.
None of my creditors have sent me a copy of the agreement.
My questions for you guys:
1. Is this a criminal or civil offence by the creditors?
2. Is it only the OFT who can prosecute the creditors - or can I do it via a small claims court?
3. Any other advice as to what to do now?
Many thanks

It is only a very minor civil offence , it can be reported but will not do much good . OFT are next to useless .Send off the second letter and wait , its all you can do really .0
