"Financial Services Debt Awareness" cold calls.

I just had a call on
02030 515089
and it was a recorded message telling me that "little known government legislation" might allow me to pay back only what I could afford etc.
I went through to the operator and they said that they were from
"Financial Services Debt Awareness". Google brought up nothing on the name or number.
The call ended when I asked whether they charged for the services, they said no, so then I said "I don't think you do this from the good of your heart" and they said "I don't care what you think" and put the phone down.
