A freinds baby name was changed slightly as the parents weren't keen on the original name. Now that they are applying for a passport, the Passport Office have noticed the discrepancy on the birth cert and will only issue a passport if the baby has his name changed by deedpole.
Does anyone know how much this cost and where it can be done?

A deed poll is not necessary. A statutory declaration will suffice and examples of these can be found on the internet. A solicitor then needs to witness the signature for £5.
The declaration needs to be done by one of the parents and needs to state that the other parent either does not have parental responsibility or that they have given their permission. They could also do a joint declaration of the change but they may be charged £10 for the witnessing of two signatures.
You actually do not need any document to change your name, you can call youself what you wish provided you do not intend to deceive. Most institutions now though insist of some documentary evidence and properly executed statutory declaration is all that is needed.0
