What is the best men's shaver

Is this the right place to post?
Some feedback on shavers would be useful please.
My OH needs a new electric shaver - it has to be rechargable, duel voltage and suitable for sensitive skin. He's been using a philishave - but the last one (5806) has been very poor, and the battery hardly holds a charge now and the foils need replacing (3 at about £11 each!!!) and it's only about 18 months old? The one before was more expensive and definately lasted longer. So is it really necessary to spend around £200 to get something which is good and lasts? We want to get something which is really good, as opposed to really cheap - but don't want to waste money
Also - where are the good offers?
(He can't wet shave, as he gets a horrible rash.)

I like the Philishave 2 head units - have had a mains-only one for over 10 years (current equiv Micro+ HQ444) and a rechargeable (equiv Micro+ HQ481) for about 5 years (this replaced a 3 head one with similar syptoms to 'your' 5806 after 2 or 3 years). The 2 head rechargeable is less than £30 in Argos, £20 for the mains one.
Surprised at the foils wearing out - only ever had that once and that was over 20 years ago (before the blades had 'self sharpening' tips).0
