Canadian State Pension

The UK State Pension people told Mrs Bag she could get no credit for her Canadian service until she is 65, as the Canada Pansion Plan only pays out when you are 65. Her UK state pension therefore is somewhat lower until she hits 65.(She worked in Canada for 15 years or more).
Meanwhile some visitors from Canada in the same agegroup (60 - 65) have told us she qualifies for a small Canadian pension before she reaches 65.
Were the UK pension people wrong? Any help appreciated.
