Friend's Electricity Mess

Good Afternoon!
A friend of mine has got into trouble with two power suppliers...
Both Powergen and Scottish Power claim to be providing him with electricity and both are now chasing him for payments of 1K each! Both are now threatning to pass on to baliffs.
He has tried on numerous occasions to get this sorted via the phone but dispite people saying that they will sort it out, nothing gets done. the latest excuse was that the data protection act stops them from discussing who supplies his energy with each other.
I've offered to write him a letter and need some advice on what to put in there..
I don't want him to be cut off as he is on dialysis three times a week, and I want this to be sorted soon as it's stressing him out (which can't be good for his condition).
Can anyone suggest a course of action please?

If he has had bills from both suppliers check what the meter serial number is on each bill. Whichever one matches the serial number on his meter is (most probably) his correct supplier.
To be honest, get in touch with Energywatch rather than faffing about talking to each supplier.

Energywatch is the independent gas and electricity watchdog who should help get this sorted.0 -
He needs to call the meter point administration service and request to know what the MPAN ( meter point admin number) is for his property. Especially if he lives in flats this can cause problems. Also request what meter serial number they have against his MPAN. He can then check this against what both companies are billing him for.Self Employed, Running my Dream Jobs0

Has he swopped from Powergen to Scottish Power?(or vice versa)
Presumably he is in arrears with one of them???0
