    I moved late last year, but due to me having a heart attach on the day the housing association posting the letter offering me the house, and them being kind enough to keep it until I recovered enough to move, my house is down as vacant on the electoral role.

    I got the form at my flat, but didn't bother filling it in, and when I eventually moved there was a form at the new house but it was past the deadline. When I phoned the council they said "don't worry, your house is just down as vacant".

    Another clear case of harassment noted for the judge.
