New SIPP rules

Those charges are just for the property side. That didnt include the normal SIPP charges.
The whole point of posting those was to give an indication of the charges that someone interested in investing in property may have to face within the SIPP. Until residential property rules are fully known, the charges arent going to be fully known either. However, that will be the sort of level expected (the charges shown come from a SIPP provider). Different providers will have different levels but there is unlikely to be a significant difference.
The tax advantages on one hand may get wiped out by the administration costs on the other. With the stockmarket outperforming property for the last two years and both prone to ups and downs, the cheaper administration of shares/funds may end up being the best option.I am an Independent Financial Adviser (IFA).
