The only answer you can give to that question is "refer to the proper authorities". Not a lot you can do if you have no proof other than the hearsay of someone else.

i wrote a "stock" letter about noise nuisance in which i alleged tell a tenant that they can have their sound equipment taken, they can be taken to court and evicted very quickly before the end of the tenancy term, that they could lose their kids if they are evicted blah blah blah - just to "show" the bluuddy Licensing Police that I understand the law -
